The National Motorists Association ranks New York among the top ten unfriendly states for motorists. The NMA calculated the rankings using 17 criteria “related to specific traffic laws, enforcement practices, and the treatment of traffic ticket defendants.”
The top-ranked states include:
1. New Jersey
2. Ohio
3. Maryland
4. Louisiana

6. Illinois
7. Delaware
8. Virginia
9. Washington
10. Massachusetts
Actual New York state traffic ticket statistics are compiled by two different organizations within the Department of Motor Vehicles: Traffic Safety Law Enforcement and Disposition (TSLED) and the Traffic Violations Bureau (TVB). TVB serves New York City, Western Suffolk County, Rochester, and Buffalo, while TSLED handles the remainder of the state.
According to traffic safety data published in February 2009 by the Institute for Traffic Safety Management and Research, the majority of speeding tickets across the state were issued by state police in 2005, 2006, and 2007.
- In 2007, state police issued 58% of speeding tickets, compared to 29% by local police, and 13% by sheriffs’ departments or county police.
- In 2006, state police issued 57% of speeding tickets, compared to 30% by local police, and 13% by sheriffs’ departments or county police.
- In 2005, state police issued 60% of speeding tickets, compared to 28% by local police, and 12% by sheriffs’ departments or county police.
The report also breaks out specific numbers of violations issued during those years. From 2005 through 2007, TSLED and TVB speeding tickets totaled:
- 731, 313 in 2007, 18.6% of total tickets, with 52 percent convicted or adjudicated.
- 735,222 in 2006, 18.7% of total tickets, with 52.3 percent convicted or adjudicated.
- 727, 995 in 2005, 18.5% of total tickets; conviction percentage not available.
